Synopsis: The final scrutiny report for North East Assembly (NEA) before they became part of the Association of North East Councils. This digital-only report examined the roles of voluntary and community sectors in delivering the regional economic strategy. The ‘layers of hands’ photography and jigsaw framing device were developed to convey how the different voluntary and community organisations fit together to form a cohesive whole. Each chapter heading page builds a little more of the puzzle.
