The final scrutiny report for North East Assembly (NEA) before they became part of the Association of North East Councils (ANEC). This digital-only report examined the roles of voluntary and community sectors in delivering the regional economic strategy.
The layers of hands photography and jigsaw framing-device were developed to convey how different voluntary and community organisations fit together to form a cohesive whole. Each chapter title-page builds a little more of the puzzle until the completed image is revealed.
