A report designed for North East Assembly (NEA) before they became part of the Association of North East Councils (ANEC). This digital-only scrutiny report examined the roles of voluntary and community sectors in delivering the regional economic strategy.

Each chapter title-page builds a little more of the puzzle until, by the final chapter, the completed image is revealed. The key theme for the brochure design was the use of the jigsaw puzzle framing-device which to convey how different voluntary and community organisations fit together to form a cohesive whole.
